A file is a claim, not a plot

An unballoted file is a right to be allocated a plot at some future point, not ownership of a specific piece of ground. Its price moves on the society's progress, its approvals and market sentiment rather than on any physical location. People routinely talk about "buying a plot" when they have bought a file, and the two carry completely different risk.

The stages, in order

Broadly: file, then balloting which assigns a plot number, then possession when the developed plot is physically handed over, and finally transfer of title. Value and risk change sharply at each step. A file in a society that has not begun development is a bet on the developer; a possessed plot with clear title is an asset. Establish precisely which stage you are buying into before discussing price.

What to verify before paying

Confirm the society is approved by the relevant development authority and check whether the specific block or phase is approved, not merely the society name — this distinction traps a lot of buyers. Verify the seller's file is genuine with the society's own office rather than relying on documents you are handed, check dues and instalments are clear, and confirm there is no transfer bar in place.

Why the discount exists

Files trade below the plots they might become for a reason: the gap prices the risk of delay, of the block never developing, and of approvals not arriving. That can be a legitimate investment if you understand it. It is a loss when it was sold to you as though it were the same thing as land.
